Dick Blocker has lived in the Powellhurst-Gilbert Neighborhood for 39 years.  Dick became a Block Watch Captain around 1997 and started attending Powellhurst-Gilbert Neighborhood Association meetings around the same time.  He also attended the Citizen Police Academy in 1998.

Dick was on the original Pardee Commons development committee with the Portland Development Commission.

Dick and his wife Nancy started and have operated Dick’s Tires located on SE 122nd in the heart of Powellhurst-Gilbert for 25 years.
