City's Emergency Coordination Center (ECC) to Centralize and Expand

The City of Portland Emergency Coordination Center (ECC) is the location from which City officials coordinate local response and recovery to an emergency.

Currently, the City's ECC is situated in outer southeast Portland at the Portland Communications Center. Concern has grown in recent years that the current ECC is inadequate because of its small size, split-level design separating ECC functions from one another, and lack of modern communications equipment.

A centralized and expanded location will also house the daily operations of the Portland Office of Emergency Management (POEM) and the Portland Water Bureau’s Emergency Management and Security programs.

The Conditional Use Pre-application Conference occurred on Tuesday, April 27th. It is anticipated that the Conditional Use Application will be submitted early in July.

Portland Bureau of Transportation Conducts Street Vacation

The Portland Water Bureau is the petitioner for a city-initiated street vacation case. If adopted, this vacation will remove a portion of SE Bush Street and SE 100th Avenue as public right-of-way.

(View Area Proposed for Vacating)

The street vacation area was recently expanded to include a portion of SE 100th Avenue. Because of this expansion, a new round of notification letters was mailed on March 29, 2010 which explains the change. Notified neighbors, City bureaus, government agencies, and private utility companies have until the end of April to provide comments on the proposed vacation.

The Bureau of Transportation's Development Review section is requiring that a new portion of SE Bush Street be constructed in order to replace that section that will be vacated. This new portion of street will be built to the south of the existing SE Bush Street. This street will be built to current City standards with sidewalks and stormwater treatment features. The new portion of street will be built prior to the closure of the existing street. (View a future ECC concept)
